This project, which includes the construction of a new fluid contact cracking unit, depressurization distillation unit, and light oil desulfurization unit, and other work, is located adjacent to the existing Basrah refinery 550 km southeast of Baghdad, the capital of the Republic of Iraq. The funds for this project were provided by a yen loan from the Japan International Cooperation Agency (JICA) and is the largest Japanese reconstruction assistance to Iraq since the Iraq War in 2003. For the JGC Group, this represents the second project in Iraq since the completion of the rebuilding of a power plant in 2013.

Although the country is one of the world's leading oil-producing countries, the production capacity of its existing refineries has been declining due to war damage and obsolescence, and the country is unable to meet domestic demand for petroleum products such as gasoline. The increase in the production capacity of petroleum products resulting from the completion of this project will lead to a reduction in the supply-demand gap and the outflow of foreign currency due to imports of petroleum products, which in turn will ultimately contribute to the economic growth and reconstruction of the country. The modernized facilities will be subject to international environmental standards, which will also contribute to reducing their impact on the environment.

For a country which has serious unemployment problems, this project will bring an additional benefit to Iraq in the form of the creation of thousands of jobs for construction workers together with skills training provided by our Group companies for them and post-construction personnel.

The JGC Group is committed to the completion of this project in 2025, which will play a key role in the reconstruction and economic development of the country.
