The aim of this project was to construct the second refinery for PETRONAS, mainly for the purpose of responding to the increase in domestic demand for petroleum products in Malaysia.
In 1991, a consortium was formed between JGC's local subsidiary, JGC Malaysia, one of Malysia's representative engineering firms, Sime Engineering, and ITOCHU Corporation. The contract for this project was acquired from PETRONAS Penapisan, a subsidiary of Malaysia's national oil corporation, PETRONAS, and construction was completed in 1994. As a leader of this consortium, JGC was placed in charge of the basic and detailed engineering of the main facilities, procurement of equipment, and coordination of the overall EPC (engineering, procurement and construction).
The construction schedule was extremely tight, with only 34 months allocated to the project from receiving the order to delivery. The project faced difficulties during construction with rises in the cost of materials and equipment, and a shortage of labor, but JGC succeeded in completing the project with minimal delays in delivery thanks to its outstanding project management capabilities.
