The Dung Quat Refinery Project, the first large-scale grassroots refinery in Vietnam, was planned and promoted over decades by Petro Vietnam as an important measure to improve the country's energy security. JGC was awarded the contract for this project in 2005 as part of a joint venture with Technip (France, Malaysia) and Técnicas Reunidas (Spain). JGC took charge mainly of the EPC (engineering, procurement and construction) for the process area of the refinery, including the residual fluid catalytic cracking (RFCC) unit, propylene recovery unit (PRU), sulfur recovery unit (SRU), and the light cycle oil hydrotreater (LCO HTR).
Although Vietnam has large reserves of petroleum, this was the first refinery constructed in the country to develop them. The Vietnamese government had high expectations for this project as a means of securing energy for the country amid increasing domestic demand, and the contractors made a maximal effort to ensure that the project was completed by the contract deadline.
The plant was completed on schedule in 2009, and on the strength of the experience gained through the Dung Quat project, in 2013, JGC received the contract for Vietnam's second major refinery, the Nghi Son Refinery, which was completed in 2017.
