JGC Corporation Signs Memorandum of Collaboration for the Establishment and Operation of SEA METEC, Southeast Asia's First Methane Emissions Technology Evaluation Center

~Supporting Methane Emissions Management Capability Development and the Decarbonization of the LNG Value Chain~

Yokohama, Japan - JGC Holdings Corporation announces that its overseas operating company, JGC Corporation, has signed a Memorandum of Collaboration (MoC) with Petroliam Nasional Berhad (PETRONAS), the Japan Organization for Metals and Energy Security (JOGMEC), and TotalEnergies for the establishment of the Southeast Asia Methane Emissions Technology Evaluation Centre (SEA METEC).

The MOC establishes a framework for collaboration among the four parties on the testing and evaluation of methane emissions measurement and monitoring technologies, capacity building, research and development, and knowledge sharing, with the objective of strengthening methane emissions management capabilities across Southeast Asia.

The signing ceremony was held on September 13, 2026, in conjunction with Gastech 2026 in Bangkok, Thailand. JGC Corporation was represented by Shoji Yamada, Representative Director and President.

Methane emissions management is an important component of efforts to reduce greenhouse gas emissions across the energy value chain. While methane technology evaluation facilities are currently operated in North America, Europe, and Japan, no equivalent facility exists in Southeast Asia.

As a result, there is a growing need for a regional platform capable of evaluating methane emissions measurement technologies and providing practical training under conditions representative of Southeast Asia's operating environment, including offshore natural gas production facilities and tropical climatic conditions.

In October 2024, PETRONAS and JOGMEC announced their collaboration toward the establishment of SEA METEC under the ASEAN Energy Sector Methane Leadership Programme 2.0 (ASEAN MLP 2.0). Since then, JGC has worked together with PETRONAS and JOGMEC to support the basic engineering design of SEA METEC, the development of technology evaluation methodologies, and the formulation of training programs.

In addition to its extensive EPC experience in the natural gas and LNG sectors, JGC has been supporting methane emissions management initiatives through the provision of HiGHGuard®, a greenhouse gas quantification service that includes methane emissions measurement and monitoring.

In 2023, JGC established Asia's first methane emissions technology evaluation facility at its Oarai Research & Development Center in Japan. The facility has been used to evaluate a wide range of methane emissions measurement technologies, including drones, optical gas imaging (OGI) cameras, and fixed monitoring sensors. JGC also provides field measurement services and technical consulting utilizing technologies validated through the facility.

JGC has further supported the development of SEA METEC through studies commissioned by JOGMEC relating to the establishment of the facility, including technical assessments and training program development. Through these activities, JGC has contributed to the basic design of SEA METEC and the development of technology evaluation and capacity-building programs.

Through this collaboration, JGC will work together with PETRONAS, JOGMEC, and TotalEnergies to contribute to the evaluation and verification of methane emissions management technologies, capacity development, and the sharing of best practices across Southeast Asia

In its new mid-term management plan, BSP2030, announced in May 2026, the JGC Group reaffirmed its commitment to addressing societal and industrial challenges together with its customers through advanced technology-driven solutions. Leveraging its experience in plant engineering, greenhouse gas quantification, and methane technology evaluation, JGC will continue supporting the development of SEA METEC and the advancement of methane emissions management capabilities across Southeast Asia. Through these efforts, JGC aims to contribute to the decarbonization of the natural gas and LNG value chain and support a practical and sustainable energy transition.
