JGC landed a contract in 2002 for EPC (engineering, procurement and construction) and commissioning assistance of a nickel smelting plant run by Coral Bay Nickel, and the project was completed in 2004. The plant was constructed to produce nickel cobalt sulfide from the raw materials of low-grade nickel and laterite ores mined at Rio Tuba mine on Palawan Island in the Philippines.

JGC had experience in constructing the Port Kembla Copper Smelter in Australia, as well as a pilot plant for uranium refining and conversion, and a titanium dioxide refining plant in the field of nonferrous smelting, but it was the first the company had constructed a nickel smelting plant.
