JGC received the contract for the JCP Project in 2004, from Jubail Chevron Phillips, a 50-50 joint venture between the American chemical major Chevron Phillips Chemical Company LLC (through its wholly-owned subsidiary Arabian Chevron Phillips Petrochemical Company Limited (ACP)) and Saudi Industrial Investment Group (SIIG). The project involved constructing the world's largest ethylene monomer and styrene monomer production facility in the industrial section of Jubail, in Eastern Saudi Arabia. The contract also called for construction of the production facility for ethylene feedstock, as well as offsite facilities and utilities.

Around the time the contract was received, materials costs were soaring due to a worldwide steel boom, and in 2005, a construction boom in the Middle East caused great difficulties for JGC in securing the needed supplies, human resources, and construction equipment. However, JGC overcame these obstacles and achieved more than 20 million construction man-hours without incident or major injury before the plant's successful completion.
